Resumen

AbstractThis article has as thematic delimitation the ethical-political foundations, technical-operative and theoretical-methodological aspects of professional practice in Social Work at the brazilian university space. This is an excerpt from the study exploratory, based on bibliographical and documental research, approach qualitative and critical theoretical framework, about the particularities of the professional exercise in Social Work at the university space developed by the researchers from the Social Work Studies and Research Group (GEPSS) linked to the Undergraduate and Postgraduate Courses in Social Work of the Socioeconomic Center (CSE) at Federal University of Santa Catarina (UFSC/Brazil). In the thematic content analysis, of the 121 theoretical productions found about the Social Work in the university space, it was identified that the foundations consist of the explanatory matrix of reality and the occupation, permeating the dialogue between Social Work and society. It’s in the framework of the analysis of the fundamentals that observed the incorporation by the profession of fundamental matrices of social knowledge at the bourgeois society. In this perspective, the fundamentals are constituted by multiple dimensions: historical, theoretical-methodological, ethical-political and technical-operational. Nowadays, they are expressed in the historical-critical approach based on Marxian Social theory, that guides the professional ethical-political project.

Resumen

The present paper aims to discuss and analyse the implications of the precariousness of work in teaching quality and in execution of training plans in Social Work under graduation in Portugal. It also aims to systematize the teaching staff and corresponding professional formation as well as to identify the types of work ties of the teachers, analysing the training plans of the courses and classifying the curricular units according to the attribution given by the ECTS. This is an on-going research, which the starting point is the assumption that the precariousness of teachers' work compromises the teaching quality and the execution of the training plans. This is an exploratory research by nature, and the method is inductive. The defined empirical field consists on the Portuguese Higher Education Institutions (HEI) with under graduation courses in Social Work, regardless of their legal nature (public, private or cooperative). Data collection techniques include document analysis and semi-structured interviews. The data obtained will be treated through content analysis, focusing on frequency and relational analysis between empirical categories. With the results of this study, we intend to carry out a debate about the working conditions of teachers in Social Work and the implications for the quality of training for future professionals who will form a critical mass not only in the Portuguese labour market but also in European labour market.

Resumen

The research seeks to elucidate about the regulations that establish what should be the working conditions of social workers in Brazil in order to ensure quality and ethics in the professional practice\ For the development of this study will be performed the analysis of regulations presented by the Federal Council of Social Work and Regional Council of Social Work and Brazilian academic articles that expose on this subject, understanding that the professional performance of social workers is permeated by the contradictions inherent to the capitalist system, thus the users of services are impacted, whereas such professionals are also\ salaried workers in the exploitation process.\ The professional performance of the social worker is ensured mainly by the Code of Ethics and Law 8,662/93 of Regulation of the Profession, considering that in its 7th article, the Code of Ethics establishes that they constitute rights of the/the social worker "have decent working conditions, whether in a public or private entity, in order to ensure the quality of professional practice". In addition to important CFESS/CRESS Resolutions that establish criteria for confidentiality and physical structures necessary to preserve and ensure effective action, such as what is resolved in Article 1 of Resolution 493/23 of 2006: "It is essential, therefore mandatory, for the realization and execution of any service to the user of the Social Service the existence of physical space, under the conditions that this Resolution establishes."The guarantee of decent working conditions for social workers and the defense carried out by institutions that support social workers in their fields of work, through regulations and supervision is essential for the professional exercise, the actions of social workers, leading to the emancipation of the working class.\ \

Resumen

El presente texto tiene como objetivo provocar una mirada a los procesos de Trabajo definidos y existentes para los trabajadores Sociales frente a cambios complejos en la realidad social, política y económica que intrínsecamente afectan las relaciones, condiciones y vínculos laborales en la realidad brasileña; evidenciando un contexto creciente de desvalorización y precariedad de la fuerza laboral en la política pública de Asistencia Social que corrobora el análisis de ANTUNES(2018) sobre la creciente\ expansión de la degradación\  de los derechos laborales ante lo que llama la “ nueva morfología del Trabajo” que afecta a los más diferentes sectores de la sociedad capitalista.Esta situación va en contra de la legislación específica vigente para o Sistema Público Nacional que define, entre sus principales normas (Res. CNAS nº33/2012), que\  corresponde a la gestión del trabajo en el SUAS planificar, organizar y ejecutar acciones relacionadas con la valorización del trabajador y la estructuración del proceso de trabajo institucional con previsión de vinculación permanente a través de licitaciones públicas, implementación del plan de formación y educación permanente; Institución de mesas de negociación entre trabajadores y empleadores; establecimiento de planes de\  trabajo, carrera y salarios y la garantía de un ambiente de trabajo saludable y seguro, de conformidad con las leyes sobre seguridad y salud de los trabajadores, además de la institución de observatorios de prácticas profesionales. Tales requisitos consideran la prerrogativa legal de que los servicios que ofrece la Política de Asistencia Social sean continuos y profesionalizados.Por el contrario, la realidad compleja, dialéctica y contradictoria de estos trabajadores sociales, sufre cada vez más con mecanismos contractuales inestables, temporales, informales y flexibles, perjudicando no solo la calidad, sino también la capacidad publica de ofrecer los servicios sociales estructurales previstos en el Sistema Único de Asistencia Social brasileño.\
